Hotchkiss Light Manufacturing Feasibility
Professional Services Request
Region 10 is inviting all interested, qualified firms or persons capable of providing the required
professional design services to submit qualifications Hotchkiss Light Manufacturing Feasibility Study.
All proposals shall be emailed to Region 10 by 3:00 p.m. October 18, 2019. Region 10 and its stakeholders will review all proposals and seeks to complete a contract with the individual or firm who best fulfills Hotchkiss’ needs for this project.
INTRODUCTION / BACKGROUND
Building on the success the recently competed Hotchkiss Business and Market Assessments
this project seeks to begin implementation of recommendations. In the Hotchkiss Business
Survey, businesses and community leaders identified recruitment of additional base industries,
with manufacturing/light industry/makerspace, agriculture-related and tourist/recreation-oriented
services/sales as key factors in improving the local economy. A property inventory for
Hotchkiss (completed in conjunction with the study and market plan) identified a number of
vacant properties that could support additional businesses in town, and in particular, the
This project addresses several challenges faced by Hotchkiss:
- Hotchkiss sales tax has remained relatively flat since 2008, not rebounding like nearby
communities. Achieving steady growth in retail sales will require deliberate effort to market
Hotchkiss and improve the diversity of retail options that would attract more
customers/visitors and prompt higher sales.
- A need to expand upon and diversify the existing base industries (agriculture; tourist-oriented
sales and services; outdoor recreation; location-neutral industry; and the professional services sector).
Region 10 will hire consultant(s) to conduct a feasibility study for the light manufacturing/makerspace concept, and business recruitment of these and other identified businesses to support growth in outdoor recreation and agriculture-related industry to assist with placement in available locations and create new jobs and tax base for the community.
Deliverables will include a study/plan for the feasibility of utilizing downtown locations for light
industry and/or a makerspace (including a retail component), and a business recruitment/support plan for these and other targeted businesses identified in the study and as a priority in the plan.
Work must be completed by June 30, 2020
The selected candidate/firm shall be able to show proven results in rural economic
development and downtown improvement related experience highlighted by successful
creation and implementation of economic development strategies; business attraction,
retention, and expansion; maintaining excellent relationships with the business and
